CIRV was founded by Hadyn Lugosi, a Yorta Yorta man who came through the construction industry on the tools. His experience across construction and major infrastructure shaped a practical understanding of the difference between commitments made on paper and outcomes that can be demonstrated on the ground.
That understanding became CIRV’s purpose: to bring greater integrity, accountability and evidence to Indigenous participation.
We help organisations properly plan, manage, evidence and report their Indigenous participation commitments. We also provide independent assurance over participation outcomes. These functions are kept strictly separate, and CIRV never provides assurance over work it has managed or delivered.
For our clients, this means clearer accountability, defensible reporting and greater confidence in the claims being made. For Aboriginal and Torres Strait Islander people, it means helping protect the integrity of opportunities created in their name.

Projects are generally given notice before a participation audit or an information request. That window is the difference between fixing a gap and explaining one. CIRV reviews your evidence while there is still time to act.
Victoria, from 1 July 2026: the final Local Jobs First reforms commenced. Compliance requirements for suppliers were clarified, agencies gained a contingent payment mechanism in contracts, and the Local Jobs First Commissioner gained stronger compliance and enforcement powers. Participation records now sit closer to payment than they used to.

Where CIRV manages Indigenous participation on a project, CIRV will not also provide assurance over that same work.
Management builds the participation. Assurance independently tests work someone else delivered. Assurance over your own work is not independent, and we will tell you before an engagement begins if the line you want would cross that boundary.
Free supplier verification is an entity-level check and sits outside this rule. It does not conflict with either paid line.
